UNHCR and DRC conducted the 7th training on International Protection for Refugees in Yemen

UNHCR and DRC conducted the 7th training on International Protection for Refugees in Yemen for Local Officials in three governorates (Aden, Lahj, Hadhramout) on the 28 -29 September 2010 in Aden. Members from the Registration and Civil Documentation,  Basateen and Kharaz Registration Centres, Political Security and Social Affairs, as well as members from the Education, Immigration, Justice and Health Offices were mainly the target groups. The purpose of the trainings was to raise the efficiency of working with refugees in Yemen, according to the standards of international refugee and human rights. The training programme tackled the following topics:

– Relationship between human rights and asylum;

– Introduction to international refugee law and the mandate of the High Commissioner for Refugees in Yemen;

– UNHCR services to refugees with special needs;

– Definition of a refugee (Inclusion clauses – cessations and exclusion clauses) identify the legal status of refugees under the mandate of the UNHCR – PRIMA    FACIE Refugee;

– Rights and duties of a refugee and extensive discussion on the reality of the implementation of these rights in Yemen, at the legal and practical level;

– UNHCR programs and services for refugees;

– Role of the Yemeni government in dealing with refugees and registration procedures: this session addressed the history of dealing with refugees in Yemen,     the most important challenges the Yemeni Government is facing in dealing with them (social, economic and mixed migration related), the indifference of the   international community towards the problem of refugees in the country, policies adopted and the role of the National Commission for Refugees as a        national mechanism.
