International Business & Technical Consultants, Inc. (IBTCI), a U.S.-based international development consulting company, is seeking an Evaluation Methodologist with experience in governance and stabilization programs for a short-term consultancy to participate in an evaluation of a USAID program in Yemen. The evaluation is expected to take place in April.
IBTCI’s Yemen Monitoring and Evaluation Project, of which this evaluation is a part, provides M&E services and support to USAID/Yemen and its implementing partners, with a central goal of assessing the effects of Mission programming on improving stability in Yemen.
QUALIFICATIONS:
10+ years of experience in evaluation of development programs in transitioning countries, especially of Democracy and Governance programs designed to strengthen stabilization in such countries.
Must have demonstrated skill and experience utilizing both qualitative and quantitative evaluation methodologies and tools.
Extensive participation working on donor-funded projects, preferably for USAID.
Familiarity with a wide range of stability-focused Democracy & Governance activities.
Previous experience monitoring and evaluating similar projects in Yemen or other countries in the Middle East and other transitioning or unstable environments.
Track record of successful small team leadership.
Must be literate in Microsoft Office Word, Excel and PowerPoint.
Must be willing to conduct field work in Yemen.
